New Traffic Rules: Winter is soon approaching and it will bring new traffic rules. In Delhi’s winters, pollution is the most discussed topic. This time, the Delhi administration claims to be taking severe measures to combat pollution. The Delhi government has announced that those who do not have a PUC certificate (Pollution Under Control Certificate) will be denied petrol-diesel at the pump beginning October 25.

In a news conference on September 1, Delhi Environment Minister Gopal Rai stated that a 15-point action plan to combat pollution has been prepared and will be strictly enforced.

‘Air pollution caused by traffic pollution’

According to Gopal Rai, traffic pollution is a major issue in Delhi. During a press conference, Rai told that a strong team has been assembled to verify the PUC certificate. According to studies, most people are failing to renew their pollution certificates, causing the air in Delhi to deteriorate due to filthy gases emitted by vehicles.

He stated that a difficult decision was made in response to common people’s suggestions. People, according to Gopal Rai, believe that stern action should be taken against individuals who spread pollution by playing with their life.

According to Gopal Rai, the Petrol Pump Association has proposed that if individuals who do not exhibit the Pollution Under Control Certificate are refused petrol-diesel, there may be a long line at the petrol pump. Or the law and order situation may deteriorate.

The Ministry of Environment had instructed the officials of the Delhi Pollution Control Committee (DPCC), Transport Department, Food Department, and Traffic Police to find a solution by September 29. He stated that all departments would submit their ideas within a week.

What exactly is the Winter Action Plan?

Gopal Rai also stated during the press conference that there is no current plan to implement odd-even; nevertheless, the government will make a decision if necessary. He has also urged other states that will be entering the NCR to establish a winter action plan. On September 30, Delhi Chief Minister Arvind Kejriwal unveiled a 15-point action plan for the winter.

1. To cope with stubble, a bio-decomposer will be sprayed. According to the CM, four thousand acres were sprayed last year. This time, it will take 5000 acres.

2. An anti-dust effort was announced to commence on October 6th to combat dust pollution. For this, construction sites with an area of more than 500 square metres were to be registered on the government’s web portal, and dust management will be monitored in real time. Anti-smog guns will be required on building sites larger than 5000 square metres. In Delhi, 233 anti-smog weapons will be installed. 80 sweeping machines will be deployed on highways to eliminate dust, and 521 water sprinkling units will be installed.

3. To reduce automobile pollution, the PUC certificate will be strictly checked. It will be followed if 10 year old diesel and 15 year old petrol automobiles are allowed on the road.

5. No one in the industry should use fuel other than PNG; 33 monitoring teams have been constituted.

6. Crackers are completely prohibited. It is illegal to buy, sell, or possess it. Online delivery is also not an option. To carry this out, 210 teams have been organised.

7. There will be real-time air monitoring to determine where pollution is occurring. Data on this subject will be accessible beginning October 20.

8. Kejriwal stated that he had made environmental friends. Over 3500 volunteers have already registered. All of this will heighten people’s awareness of the environment.

9. An E-Garbage Park is being built to handle electronic waste. This park would span 20 acres in Holambi Kalan, Delhi. According to Kejriwal, electronic waste would be handled scientifically in this park.

10. The amount of green cover will be enhanced. This year’s goal is to plant 42 lakh seedlings. 33 lakh trees were planted in the first phase.

11. A Green War Room was to be set up 24 hours a day, seven days a week to monitor the environment. It was set to commence on October 3rd.

12. The CM urged residents to download the Green Delhi App and file complaints about garbage burning or automobile pollution.

13. In Delhi, 13 hotspots have been identified. These areas will be monitored, and actions to reduce pollution will be implemented.

14. The Graded Response Action Plan (GRAP) will be revised and executed. This will produce a 3-day air quality forecast.

15. Kejriwal has also asked the states that will be joining the NCR to assist reduce pollution. He has requested that the highest number of automobiles entering Delhi be CNG or electric.
