West Bengal: After Chancellor's post, Assembly takes away state varsities' visitor portfolio from Governor


The state Assembly on Tuesday passed West Bengal Private University Laws Amendment Bill 2022 replacing Governor with the state’s Education Minister as Visitor of private universities. The Bill was passed unopposed as the Opposition Bharatiya Janata Party (BJP) staged a walk out against the proposal.

The visitor holds several responsibilities regarding the state universities. It has the right to cause an inspection of the University, its buildings, laboratories and equipment, and of any College or Institution maintained by the University. It may also appoint one or more persons to review the work and progress of the University, including Colleges and Institutions managed by it. 

This come a day after a bill was passed mandating the replacement of state Governor with the Chief Minister as the Chancellor of state-run universities. 

Owing to the new rule, The West Bengal University Laws (Amendment) Bill, 2022, West Bengal Chief Minister Mamata Banerjee will replace Governor Jagdeep Dhankar as the state universities’ chancellor. This proposal got the approval of 182 members of the Assembly of 294 members.

After which, Leader of Opposition (LoP) Suvendu Adhikari slammed the Mamata-led state government and informed about taking the matter to the President for consideration. 

“Education comes under the concurrent list. I will meet Governor next Monday on the issue and will request to send it (the bill) to Delhi (for the consideration of the President),” said Bhartiya Janata Party (BJP) leader Adhikari.

Earlier on Monday, while introducing the Bill in the House questioned why CM cannot become the chancellor of the state universities but the Prime Minister can be the chancellor of a central university- Visva Bharati?”

Basu also accused the Governor of contravening various protocols many times. 

The saffron party had constantly opposed the bill citing that the involvement of the Chief Minister will lead to “political interference”.
