Drop proposed amendments to IAS rules: Kerala CM writes to PM Modi

Chief Minister of Kerala Pinarayi Vijayan on has written to Prime Minister Narendra Modi requesting him to drop the proposed amendments to the Indian Administrative Service Cadre Rules. 

In the letter the Kerala CM said, “The proposed amendments in Deputation Rules of All India Services will induce fear psychosis and an attitude of hesitancy among India Services Officers to implement policies of state governments, which are formed by party/parties politically opposed by the ruling party at the Centre.”

The letter further stated that the present deputation rules are “heavily loaded” in favour of the Union and brining in further stringency “will weaken the very root of cooperative federalism”. 

The Centre has proposed an amendment to the IAS (Cadre) Rules, 1954, which would enable it to post IAS officers on central deputation, bypassing reservations of state governments. 

Earlier this week, West Bengal Chief Minister Mamata Banerjee, Chattisgarh Chief Minister Bhupesh Baghel, Rajasthan Chief Minister Ashok Gehlot have written to PM Modi protesting against the amendments proposed by the Centre in the IAS cadre rules. Many termed them “contrary to spirit of federalism enshrined in the Constitution of India”.
