Specimen collaborative agreement on Police co-operation
Entering into bilateral collaborative agreements with overseas Police organisations performing police activities much efficiently utilising modern technology is observed to have been the most successful way of exchanging experiences, knowledge, skills, internationally recognised best practices of modern police duties and standards for our police officers.
Therefore, the Cabinet approved the proposal submitted by the Irrigation Minister and the Internal Security, Home Affairs and Disaster Management State Minister to enter into Memoranda of Understanding between the Ministry of which the Police is under and the overseas police establishments under the guidance of the Foreign Affairs Ministry to establish the assistance of the Police under 17 fields including terrorist activities, terrorist financing, narcotic drugs related crimes, human trafficking and trafficking, money laundering, cyber-crimes and others.
Reservation of borrow area for extracting off - shore sand from sea.
The requirement of reserving a long term off-shore sand extracting area has been arisen for extracting sand for the projects implemented by Sri Lanka Land Development Corporation and the construction industry.
The institution has satisfied its sand requirement from time to time by extracting sand from an off-shore area of 61 square kilometers subject to licences from 1994.
Considering the proposal submitted by the Prime Minister as the Urban Development and Housing Minister, the Cabinet has given consent to Sri Lanka Land Development Corporation for extracting sand from the off - shore area of 61 square kilometers for 10 years subject to performing an environmental impact assessment.
Constructing paediatric surgical ward in Ratnapura Teaching Hospital
The Ratnapura Provincial General Hospital is the largest tertiary service provider in the Sabaragamuwa Province to a large number of patients from other provinces as well.
Adhering to the need of a surgical ward with proper facilities in the Pediatric Ward Complex consisted of 116 beds, it is planned to be constructed in the second storey of the ward building.
Therefore, the Cabinet approved the resolution submitted by the Health Minister to construct the surgical ward with the funding of the donors and to sign a Memorandum of Understanding between the Health Ministry and the donor.
sale of products of Government Institutions at State Trading (General) Corporation showroom
It is planned to expand the showroom at the State Trading (General) Corporation, which is operating at the Narahenpita Dedicated Economic Center and establish a sales centre called “Rajawasala” to facilitate the customers to get the products manufactured and sold at the Government Institutions at reasonable prices.
The Cabinet approved the proposal tablled by the Trade Minister to modernise the premises where the showroom of the Sri Lanka State Trading (General) Corporation located and to establish the “Rajawasala” Sales Centre.
Supplying scrap metal for Local Small Scale Industrialists
The Inter Ministry Task Force on Industry and Enterprise and the Task Force on Economic Rehabilitation and Poverty Alleviation had discussed the issues relating to the metal industry in their meetings and as determined in those discussions, steps have been taken to restrict the export of scrap copper, aluminium, stainless steel, high carbon iron, brass, tints, scrap aluminum blocks and zinc blocks with immediate effect to provide sufficient raw material for the Local Small Scale Industrialists.
According to a research conducted by Sri Lanka Industrial Development Board and University of Moratuwa, it has been proved that the demand for scrap iron, tints, aluminium, copper and brass has been increased by the local industrialists and the demand for zinc, manganese, high carbon iron and stainless steel has been increased. Demand for scrap metal is expected to be increased further in line with policies of the Government to promote local industries. Therefore, it is appropriate to reconsider the permission for the export of copper wire to use more value added products.
Approval was granted by the Cabinet to use those materials only for the local use and export scrap metal only on the recommendation of the Sri Lanka Industrial Development Board and the other relevant institutions.
state lands for landless War Heroes
The previous method of allocating lands to War Heroes was revised at the Cabinet meeting held on July 18, 2016 and a new methodology was introduced instead. It has been reported that some War Heroes who were given lands under the previous policy have been inconvenienced due to this method. Therefore, the Cabinet approved the proposal made by the Lands Minister to introduce a new methodology to eliminate these inequalities in providing relief to the War Heroes.
relief to tea smallholders for tea plantations damaged in high temperature and drought
The Cabinet approval has been granted on June 3 to implement a programme to provide tea plants for free to restore tea plantations damaged due to high temperature and drought. The Cabinet noted the information presented by the Plantation Industries Minister that 3.5 million tea plants worth Rs. 105 million had been distributed accordingly and another 2.5 million tea plants worth Rs. 75 million are planned to be distributed within the year.
Amendment of Judicature Act No. 2 of 1978
The Special Committee appointed to amend the Code of Criminal Procedure Act and the Penal Code has recommended the holding "High Court Pre-Trial Conferences" and the appointment of judges for this purpose.
Accordingly, amendments are being drafted to the Code of Criminal Procedure Act No 15 of 1979 to introduce the procedure for pre-trial conferences.
The Judicature Act No. 2 of 1978 provides to appoint judges to deal with all pre-trial and post-trial proceedings. However, with some technical issues, no appointments have been made so far. The Judicial Service Commission should make the relevant appointments from the judges serving now.
Accordingly, the Cabinet approved the proposal by Justice Minister to amend the Judicature Act No. 2 of 1978 to include those provisions.
Constructing Ragama Peralana Wetland Leisure Park
The Urban Development Authority plans to implement a leisure park in the vicinity of the Ragama Peralanda Wetlands. Accordingly, the Cabinet approved the proposal by the Prime Minister in his capacity as the Urban Development Minister to award a direct contract to the Land Development Corporation and to provide necessary consultancy services by the Urban Development Authority.
Awarding Engineering Consultancy Services Contract to construct Medical Faculty of the Sabaragamuwa University
The Government has signed an agreement with the Saudi Development Fund to obtain a loan of 187.5 million Saudi Riyals to establish the Medical Faculty of the Sabaragamuwa University. Accordingly, competitive bids have been invited to select a consulting committee to set up the Medical Faculty.
On the recommendation of Cabinet consultant procurement committee, the Cabinet approved the proposal by Education Minister to award the contract to Daa Engineering Company of Saudi Arabia for 5.37 million Saudi Riyals.
Awarding construction contract of Allied Health Faculty building at Ruhuna University Phase 1
The implementation of the project has been approved by the Cabinet on September 11, 2018. Accordingly, the national competitive bidding procedure has been followed and in accordance with the recommendation of Cabinet appointed standing procurement committee, the Cabinet approved the proposal by the Education Minister to award this contract to Sathuta Builders (Pvt.) Limited for Rs. 1,501.73 million.
Awarding Contract to construct Faculty of Technology Building, Sabaragamuwa University
Constructions of the building will be carried out under the Science and Technology Human Resources Development Project funded by the Asian Development Fund. International competitive bidding procedure has been followed for this purpose and the Cabinet approved the proposal by the Education Minister upon the recommendation of Cabinet appointed standing procurement committee to award the contract to International Constructions Consortium (Pvt.) Limited for 3.01 million of USD and Rs 1,507.24 million.
Awarding construction contract of Gandara Fishery Harbour
Cabinet approval has been granted on July 7, 2019 to construct the Gandara Fisheries Harbour in the Devinuwara Divisional Secretariat Division in the Matara District. Accordingly, competitive bids have been called for the purpose. The Cabinet approved the proposal by the Fisheries Minister upon the recommendation of Cabinet appointed procurement committee to award the contract to RR SENPL JV for Rs. 5,367.69 million without vat.

Limited competitive bids were called to award the contract to construct a new bridge across Rajagiriya-Nawala canal connecting Angampitiya Road in Ethulkotte and School Lane, Rajagiriya in Nawala. Accordingly, the proposal by the Highways Minister to award the contract to the State Development and Design Corporation for Rs.1,698.55 Million excluding VAT), as recommended by the Standing Committee on procurement appointed by the Cabinet, was approved by the Cabinet.
The contract for construct water supply systems in Jaffna urban area.
Approval of the Cabinet was granted for the proposals by the Water Supply Minister to award the contract to construct water supplying systems and pipe laying in the Jaffa urban area, which is one of the components of Jaffna-Kilinochchi Water supply and Sanitation Project, to M/s NCC Company for Rs.3, 160 Million including VAT on the recommendations by the Standing Committee on procurement committee appointed by the Cabinet.
Awarding long term contract for importing petrol and diesel for eight months from November 1, 2020 to July 30, 2021
The Cabinet have given their consent to award the long term contract to import petrol and diesel for eight months from November 1, 2020 to July 30, 2021,as recommended by the Standing Committee on Procurement appointed by the Cabinet.
- Awarding the procurement to M/s ES Energy DMCC,U.A.E to supply 1,800,000 barrels of petrol (92 Unl)
- Awarding the procurement to M/s Swiss Singapore Overseas Enterprises (Pvt.) Limited in Singapore to supply 1,680,000 barrels of diesel that contain maximum sulphur percentage 0.05.
COVID-19 (Temporary Provisions) Act
It has emerged the need of taking certain temporary measures to provide legal protection to all relevant parties and persons when administering justice in court proceedings due to the COVID-19 pandemic. As per the COVID-19 pandemic, it has become appropriate to make provisions for such measures to be taken out to the ordered time limit, particularly when certain persons are ordered to take certain measures within specified time limits.
Accordingly, the Cabinet approved the proposal by the Justice Minister to provide instructions to the Legal Draftsman to draft the COVID-19 Bill to impose relevant provisions including identified matters.
