SJB against abolishing Provincial Councils - Tissa

The Samagi Jana Balawegaya (SJB) yesterday stated that it will only support to amend the shortcomings of the Provincial Council (PC) system, but will not agree to abolish the 13th Amendment.

SJB National Organiser MP Tissa Attanayake yesterday (29) said the SJB will support the rectification of shortcomings in the Provincial Council system, but will not agree to abolish the 13th Amendment.

“The 13th Amendment should not be abolished.There is debate on some of the clauses and it’s imposed as a tool of power devolution under the Indo-Lanka pack signed by former Prime Minister of India Rajiv Gandhi and former President J.R. Jayewardene.

Power devolution is a good concept,”he said.

He said the 13th Amendment was introduced as a solution to the North and East unrest. It is true that there is a debate in the country regarding the weaknesses of its implementation and whether its desired goals have been achieved. Some are calling it a white elephant. It was proposed to resolve conflicts and come to a common understanding,” he said. The SJB mentioned that Indian Prime Minister Narendra Modi had called for the implementation of the 13th Amendment when addressing a virtual meeting with Prime Minister Mahinda Rajapaksa a few days before.
