PC elections mandatory – EP Governor

The holding of provincial elections is mandatory to endorse democracy, Eastern Province Governor Shan Wijayalal De Silva said.

“No one knows when the Provincial Council Elections would be held. I am not sure whether even God knows it,” he said.

The Governor was speaking at a meeting of heads of departments of the Trincomalee district on Tuesday at the District Secretariat auditorium, which was presided over by Trincimalee District Secretary N.A.A. Pushpakumara.

Public service has continued from the colonial period. During that period, higher posts of decision-making in the government service were offered only to Britishers. Other posts with duties of implementing plans of colonial rulers were given to locals. However, it is regrettable to note that even after 71 years of independence, we have failed to formulate a sustainable national policy unique to our country, he said.

In the past, there was a maxim that if one studied well, he or she could enter the government service. It was believed in many countries for long. However, at present, with the growth of the private sector, that notion has changed. Now people say that if one does not learn well, he or she would have to join the government service, the Governor said.

The public sector should be IT efficient. In the past, those who were unable to read and write were labelled as illiterate. A future era will dawn when the same would be said of those who are not knowledgeable in IT. The Infromation Age or Digital Age will replace the Printing Age, he said.
