<p>Galgamuwa police, on Sunday, nabbed a 48-year-old person for duping over dozen of Lankan women working in West Asian countries by promising to marry them and cheating them of out millions of rupees.</p>
<p>The suspect posed as an army officer.</p>
<p>Galgamuwa OIC Chief Inspector M. M. S. Pushpakumara said that they had received a complaint from a woman returning home from abroad on 11 March that her money and valuables had been taken away by her lover whom she came to know from Facebook and WhatsApp.</p>
<p>In her complaint she said that she and the suspect had been in love and he had promised to marry her on her return. She used to send him money to an account of a private bank for the construction of a house. On the day she returned, the suspect went to the airport and picked her up. Thereafter they went to a lodge at Meegashandiya to spend the night. The following morning she found that the man was missing with Rs 750,000 in cash, jewellery worth Rs 264,300, a mobile phone worth Rs 120,000 and some other valuables belonging to her.</p>
<p>CI Pushpakaumara said that his junior investigators found CCTV photos of the suspect withdrawing cash from ATMs and images of him and the victim woman drinking tea in the verandah of the lodge. When the investigators checked the bank account number details they found that it belonged to a 76-year-old person living in Galnewa. The man confessed that one of his friends helped him open a bank account but was not aware that the account was functioning and his friend was using his debit card. He confirmed the friend and the suspect in the photos were the same. Investigators then traced the whereabouts of the suspect, and found that he lived in a house at Walaswewa, in Nikaweratiya, and reared cattle, and earned a daily living by engaging in agricultural activities.</p>
<p>Following his arrest on Sunday and subsequent questioning, the police found information about 12 other women friends working abroad maintaining friendships with the suspect. He had obtained money from each of them by promising to marry them when they returned home. He had several debit cards but none in his name.</p>
<p>Police recovered the mobile phone, jewellery and Rs 650,000 cash taken away by the suspect from his latest victim.</p>
<p>The OIC said the raid had been carried out under the supervision of Nikaweratiya Division SSP Wasantha Jayamini Kumara, and Galagmuwa ASP SPJSK Rajapakshe. The raiding party included CI Priyantha Jayasiri, PS 29457 Senarath, PS 31163 Jayathilake, PS 383650 Rajapakshe, PS 75623 Herath and PC 95529 Semasinghe.</p>
<p>The suspect was produced before Galgamuwa Magistrate and remanded until 26 March.</p>

<p> The injured were admitted to the Peradeniya and Kandy hospitals.</p>
<p>The ill-fated bus was carrying a group of pilgrims from Pundaluoya to Nelligala.</p>
<p>Peradeniya police are conducting investigations.</p>

<p> The Mee Ella-Pananwela community water supply scheme, which benefits over one hundred families residing in the Badabadda, Mee Ella, Pananwela East, Pananwela West and Kanumuldeniya villages in the Hakmana Divisional Secretariat division, was commissioned recently.</p>
<p>Former District Secretary, Matara, Y Wickremasiri during whose tenure the water supply scheme was launched was the Chief Guest at the opening ceremony.</p>
<p>The scheme was funded by the Lyca Gnanam Foundation in collaboration with the Department of National Community Water Supply Department.</p>

<p>Jayaratne said the Mnistry has acquired 22 buildings, on a 22-acre land that previously belonged to the Sugar Corporation, to rehabilitate addicted inmates.</p>
<p>A separate 6-acre rehabilitation centre for women will also be established in Vavuniya in Sri Lanka’s Northern Province, Jayaratne said.</p>
<p>A recent report by the National Audit Office has shown 53 percent of total inmates were incarcerated on drug-related offences with the majority of prisoners aged between 30 and 40.</p>

<p>Sri Lanka has a 5,000-boat strong high seas fishing fleet which can go up to 2,000 nautical miles away from Sri Lanka, Commander of the Navy, Vice Admiral Priyantha Perera said.In contrast, the Indian fishing industry, while not as technologically advanced, has expanded to a point of being unsustainable, he said.</p>
<p>“They have a large number of boats, but they can operate only in their coastal seas and then they poach in our territorial waters using disastrous mechanized bottom trawling techniques,” he said.</p>
<p>Vice Admiral Perera highlighted that the Indian fishing industry has expanded beyond a sustainable capacity. Typically, Indian fishermen, operating within their own waters, are permitted to fish on Saturdays, Mondays, and Wednesdays. He noted that, in a few weeks, they will suspend fishing for a three-month period, allowing fish to breed and replenish the ocean.</p>
<p>“However, Indian fishing boats who claim to engage in high seas fishing face no such restrictions. However, instead of going into the high seas these vessels come to Sri Lankan waters and poach here. The area around Delft Island and in the five to 10 nautical mile shallow seas off Point Pedro have a lot of crabs and prawns. This is a high value yield. Sri Lankan vessels go into the high seas and catch tuna, which brings a lot of money. During meetings with Indian counterparts, our Ministry officials asked Indians why they can’t also follow suit,” he said.</p>
<p>Vice Admiral Perera emphasized that Sri Lankan fishing is subject to rigorous regulations. Fishermen based in Sri Lanka’s North are not equipped for high-seas operations; instead, their focus remains on harvesting prawns and crabs, the Navy commander said.</p>
<p>“Compared to South, East and North Central provinces where fishermen are more likely to engage in high seas fishing, there are only a few fisheries harbours in the North. Myliddy Fishery Harbour is the only place the Northern fishermen must dock large boats. One also needs to have other supporting industries in place for high seas fishing, and these, too, are lacking in the North,” he said.</p>
<p>Indian fishermen also destroy large quantities of equipment of Northern fishermen, he said, adding that he Navy has apprehended 15 Indian trawlers along with 110 of their fishermen in Sri Lankan waters so far in 2024.</p>
<p>“This has not put an end to Indian poaching. When we make arrests, they stop coming for a week or two but return in numbers later. On Saturdays, Mondays, and Wednesdays there are about 400 Indian fishing vessels poaching in Sri Lankan waters around Katchatheevu Island. Another 200 operate around KKS and in the East on those days. So, on average around 600 Indian vessels poach in our waters on Saturdays, Mondays, and Wednesdays. We can’t stop them by using excessive force,” he said.</p>
<p>The Navy commander added that the Navy can’t stop such a large number of Indian vessels with three or four boats. This can only be stopped through a change in the way Indians practice their craft.</p>
<p>“It is not practically possible to seize hundreds of fishing vessels. Also these arrests lead to political implications. We must think of everything.”</p>
<p>The relationship between Indian and Sri Lankan fishermen have deteriorated, too, he said. However, the tensions so far are limited to South India and Sri Lanka’s North.</p>
<p>The Navy commander went on to say that this is not an indication of tensions between India and Sri Lanka. “But the solution to this problem seems far off unless the Indians change their practices,” he said.</p>

<p>Research has shown that Mannar is not an area with a high potential for wind-power and Sri Lankans must be wary as to why India’s Adani has chosen this area to develop a wind farm, environmental lawyer Jagath Gunawardana says.</p>
<p>Gunawardana said the wind-power project in Mannar can’t be justified on the basis of facts and figures, and therefore the government had started presenting false analogies to confuse people and achieve its objective.</p>
<p>For example, when talking about the proposed Adani wind-power project in Mannar, some writers and journalists without any conscience tell the public that Sri Lankans had to choose between an uninterrupted and cheap supply of electricity and nature, Gunawardana said.</p>
<p>“In 2022, we went without power for over 12 hours. Now, there is uninterrupted power supply, but people can’t pay the bills. The people might think environmentalists are overreacting,” he said.</p>
<p>The Sustainable Energy Authority had prepared a document on wind-power generation, where they had identified areas that had high potential for electricity generation, he said.</p>
<p>“They have identified locations in seven districts as areas with high potential for wind-power generation. Mannar is not one of them. The island of Mannar has areas that have medium and low potential. Shouldn’t a local or foreign company that wants to invest in wind-power choose one of those areas with high potential for wind-power generation? Why is Adani choosing Mannar instead of going to a high potential area?” he asked.</p>
<p>Gunawardana said the government and others pushing for wind-power in Mannar had not explained why Adani was building turbines in a low potential area for wind-power.</p>
<p>The Adani wind-power project had 52 turbines, and the Indian company had asked for 150 hectares to establish them, Gunawardana said. They also wanted 75 hectares for roads.</p>
<p>“Altogether over 225 hectares are earmarked for this project. They want 7.5 acres for one turbine. Do you need that much land to establish a turbine?” Gunawardena asked.</p>
<p>Gunawardana said Mannar was an area suspected to have valuable mineral resources. The environmental impact assessment said that the Sustainable Energy Authority would take over land from the people and hand it over to Adani, he said.</p>
<p>“This is illegal. A state institution can only take over land for a public purpose. Here, the Sustainable Energy Authority is acting like a broker. I don’t think this is legitimate,” Gunawardena said, noting that Adani was planning to sell Sri Lanka a unit of electricity at a price which was 200 to 250 percent higher than that of a unit of electricity produced with wind power in other parts of the world. The country would also have to make the payment in dollars, he said. The government had also agreed to buy wind power from Adani at a fixed price for 25 years, Gunawardena said, adding that due to advances in technology, the cost of renewables was decreasing.</p>
<p>“The government hides all these facts by creating false analogies to undermine and humiliate activists who try to raise public awareness. There are books on suppressing activists and hiding the truth. Many scholars have written PhD thesis on this particular subject. So, the government has a playbook already,” he said.</p>
<p>“The republic of Sri Lanka constitutes the land and the surrounding seas. Once we sell these to foreign companies, people and the government will have no control of the destiny of our country,” he said.</p>

<p>The petitioners asserted that they met all necessary qualifications for the promotions but were unjustly denied from ASP promotions.</p>
<p>The Supreme Court bench, comprising Justice Gamini Amarasekara, Justice Yasantha Kodagoda and Justice Mahinda Samayawardhana presided over the matter.</p>
<p>Deputy Solicitor General Nirmalan Vigneshwaran, representing the National Police Commission and other respondents, acknowledged approximately 230 vacancies for ASP positions. He assured Court that steps would be taken to fill these vacancies as per the Court’s recommendations. Additionally, he stated that the Attorney General did not object to granting leave to proceed with the petitions.</p>
<p>Counsel for the petitioners argued that the denial of promotions, despite meeting all requirements, constitutes a breach of Section 12(1) of the Constitution.</p>
<p>The cases are fixed for support on 10 and 11 July. Saliya Pieris and Anuja Premaratne PCs appeared for the petitioners.</p>

<p>Fielding questions when contacted yesterday (12), Dr. De Silva said it was advisable for schools to organise any sports or other outdoor events before 10 am or as early as possible and to complete the events before the heat and sun come out in all its fury. “These activities cannot be cancelled or postponed but remedial measures could be taken to avoid such incidences from being repeated,” he said. If sports events were long such as a marathon race or cricket matches, short intervals lasting about 15 minutes should be given in between. Also, natural drinks such as water, king coconut water, fruit juices should be given rather than salted frizzy drinks. </p>
<p>In case a student or even an adult has fits of fainting they should be taken to the shade, while steps should be taken to ease the clothing on the upper part of the torso while ventilation should be provided by lessening those crowding around the victim. Medical attention should be sought only after giving such first aid, Dr. De Silva said. </p>
<p>The LRH Pediatrician warned that students and any adults working outside should wear a hat rather than a cap. Long hours in the sun could increase tiredness, cramps cause heat strokes, and shocks. He warned that this could even lead to death. </p>
<p>Also marathon runners or anyone taking part in lengthy sports events should go through an evaluation in order to ensure their fitness to undertake such strenuous activity. There could be a family history of heart conditions, he warned. </p>

<p>He made this statement addressing those gathered at the inauguration ceremony of the student media programme, ‘Kaleidoscope 2024 – Screen Media for Gen Z’, held at the Presidential Secretariat yesterday (12).</p>
<p>He added that most media organisations try to guide the public and the public just follows what is stated by the media. “This needs to change. With this programme, students will be able to see the truth beyond what the media shows.”</p>
<p>Addressing the crowd, Director General of the President’s Media Division, Dhanushka Ramanayake, said the objective of this programme is to give school students the “correct training” and provide them with the foundation and practical experience to become skilled media administrators and professional journalists. He further stated that by the end of the programme he hopes to handover the operations and responsibilities of the President’s Media Division for at least two days to the students who successfully complete the programme.</p>

<p>Following the success of the initial sessions held in Dankotuwa in partnership with Women in Management (WIM) on the 21st of February 2023, the initiative’s second phase was implemented in Jaffna.</p>
<p>The program hosted five comprehensive training sessions, covering topics such as mindset transformation from producers to entrepreneurs, bookkeeping and finance management, pricing, marketing and customer care, and digital marketplace and branding.</p>

<p>Thereafter, according to the Sri Lankan law, this marriage was duly registered before the marriage registrar of Pathadumbara. Kandy Divisional Senior Superintendent of Police Chamil Krisantha Ratnayake and Assistant Director of Tourism Promotion Bureau Masitha De Thabrew signed as witnesses.</p>

<p>Chairperson, Keasila Jayawardena said ” amidst tremendous social and economic challenges bank has been able to sustain earnings and has shown it’s financial agility and strength. She thanked the Board of Directors for it’s leadership and the staff of Sri Lanka Savings Bank and also the Parent of Sri Lanka Savings Bank, National Savings Bank for the support given to achieve these results.</p>
<p>Commenting on the results the GM/CEO, Sujith Fernando said that “efficient utilization of assets, prudent risk management and effective command over costs have enabled the Bank to achieve robust results amidst severe social and economic challenges, high inflation, overall contraction of the economy and restrictions placed on the Bank due to proposed merger with it’s Parent, National Savings Bank.</p>
<p>Bank’s interest Income increased by 86% to LKR 1,119.7 million as a result of improved yields from investments and loan portfolio. The Bank was able to get the advantage of elevated interest rates and re-priced most of it’s treasury assets which contributed a significant portion to the interest income. The net interest income increased by 99%. The prudent management of interest earning assets and market risks lead to an increase in Net Interest Margin by 7.66% to 14.98%.</p>
<p>The Bank’s Return on Assets after tax improved to 5.19 % in 2022 from 2.84% in the year 2021. The Return on Equity after tax increased to 6.40% from 3.83% a year ago. Amidst severe strain on businesses and SMEs, the Bank took a prudent approach in impairing assets and due to this the impairment increased by LKR 149 million compared to year 2021.</p>
<p>Bank’s operating expenses increased by 25% year on year to LKR 373.1 million amidst higher personnel expenses, depreciation of Rupee and overall price increases due to inflation. Compared to the year 2021, personnel expenses grew by 28% in 2022 mainly due to increase in cost of living allowance. Other expenses increased moderately only by 16% due to stringent cost control measures.</p>
<p>Due to the proposed merger with National Savings Bank, Central Bank of Sri Lanka has placed restrictions on lending and deposit mobilization on Sri Lanka Savings Bank since January 2021. Due to this reason the bank has witnessed a degrowth in it’s portfolio and assets. However, this has enabled the Bank to be highly liquid and to have higher capital adequacy ratios.</p>
<p>The Bank has been the pioneer in lending to micro finance institutions and giving technical assistance to them. However, now most of these micro finance institutions are self sufficient in funding. The Bank also granted moratoriums to all clients who requested them carrying out the social responsibility towards clients. If the proposed merger goes through the SLSB will be absorbed by National Savings Bank.</p>

<p>The program offered by the Stax Academy is designed to equip students with the necessary tools to succeed in the corporate world. It focuses on instilling a culture of innovation, problem-solving, and collaboration while providing participants with insights into various business functions. The program also prepares the participants for consulting and leadership roles.</p>
<p>Nine students from Edith Cowan University (ECU), NSBM Green University, Royal Institute of Colombo (RIC), and The Asia Pacific Institute of Information Technology (APIIT) Sri Lanka will be graduating from the program.</p>
<p>Two graduands from the program also shared their experience. Rakjitha Kandage from NSBM said, “The Stax Academy offers valuable insights into business functions and their impact on the final output. The program provides participants with the necessary skills to succeed in consulting and leadership roles.”</p>

The aim of the Diva Dathata Diriya training sessions is to equip women entrepreneurs with the necessary resources and training opportunities, enabling them to enhance their business growth with self-assurance.</p>
<p>Following the success of the initial sessions held in Dankotuwa in partnership with Women in Management (WIM) on the 21st of February 2023, the initiative’s second phase was implemented in Jaffna.</p>
<p>The program hosted five comprehensive training sessions, covering topics such as mindset transformation from producers to entrepreneurs, bookkeeping and finance management, pricing, marketing and customer care, and digital marketplace and branding.</p>
<p>To acknowledge the participants’ progress, an award ceremony was held on March 5th, 2023, at the Training Centre of The District Secretariat, Jaffna. The event recognized the journey of the 51 female entrepreneurs who completed the training. Moreover, the program will continue to engage with the participants and monitor their progress. The top three female entrepreneurs will be given capital to support and advance their entrepreneurial journey.</p>

Foreigners visit Sri Lanka for various tourism trends. Meanwhile, foreign newlyweds are more inclined to come to Sri Lanka to spend their honeymoon.</p>
<p>Although foreign marriages have already been conducted on the coast of Sri Lanka, foreign marriages have not been very popular in the interior of the country in a beautiful environment with mountain peaks.</p>
<p>After studying this situation, Lavingo Travels Pvt. Ltd., as a concept, has created an opportunity for foreigners to conduct the marriages of foreign tourists in a new dimension according to the tradition of this country.</p>
<p>According to this concept, on April 2, a European tourist couple arranged to get married in Sri Lanka. The specialty of this marriage was that this marriage was conducted in a tourist hotel located in a beautiful environment consisting of a mountain range as the backdrop, in the Kandy district in the Central Province.</p>
<p>According to the Hela tradition, this European couple was taken to the raft with drumming and upcountry dancing, and the Hela rituals were performed on the raft, giving priority to the Sri Lankan local tradition, and thus their marriage was performed.</p>
<p>Thereafter, according to the Sri Lankan law, this marriage was duly registered before the marriage registrar of Pathadumbara. Kandy Divisional Senior Superintendent of Police Chamil Krisantha Ratnayake and Assistant Director of Tourism Promotion Bureau Masitha De Thabrew signed as witnesses.</p>
<p>Lavingo Travels Pvt. Ltd coordinated and made all the arrangements related to this marriage. They also received the support of government officials in this regard, including the Sri Lanka Tourism Promotion Bureau.</p>
